According to the latest report of the Committee for the Management of State Capital at Enterprises on the implementation of T3 passenger terminal, Tan Son Nhat International Airport, the Airports Corporation of Vietnam (ACV) has not yet handed over the ground to start the project.
The report signed by Vice Chairman of the Committee Nguyen Ngoc Canh stated: Under the direction of the Prime Minister, ACV will have to complete the entire construction work in 24 months (2 years) and complete the project into operation in 2024.
In order to meet the above progress and receive the attention and favorable conditions of military units at Tan Son Nhat International Airport, on July 26, 2022, ACV broke ground and started construction of test piles of the foundation, pile, basement of the work. To date, all 10/10 test piles have been completed.
The general progress of the project is being built on the basis of being handed over the land in November 2022, the mass construction of piles, foundation, and basement bottom will be completed after 4 months from the date of handover. degree (expected to be completed February – March 2023).
The station body section has been submitted by ACV to the Construction Investment Management Department of the Ministry of Transport for technical design appraisal.
Bidding preparation and contractor selection have also been implemented by ACV. It is expected that, after the Ministry of Transport completes the design appraisal, ACV will organize to approve and issue the bidding documents in December 2022, bidding within 2 months to select the contractor for the body construction. to match the completion time of the station pile foundation.
At present, ACV has also expected a fairly specific project implementation schedule. Accordingly, the appraisal and approval of the technical design documents of the body will be carried out from September to November 2022.
The demolition work, soil foundation, pile foundation, basement floor will be carried out from October 2022 to May 2023. Meanwhile, the construction of branching flyovers, floors, roads, aircraft parking lots and car parks will be carried out from February 2023 to August 2024; Construction and erection of steel structure, fixed pipe and roof from May 2023 – May 2024; Construction of the station body, high-rise garage and electromechanical house from February 2023 – November 2024.
Notably, the acceptance, trial operation, and application for permission to put into operation will be carried out in November and December 2024.
According to Mr. Nguyen Ngoc Canh, the State Capital Management Committee has directed the representative of state capital at ACV to focus on mobilizing all resources to implement resolute solutions to achieve the project’s goals approved by competent authorities. approval authority. Currently, the selection of contractors for the construction of items: pile foundation, basement bottom of the work; Supervision consultancy and contract signing completed in June 2022.
However, although the Government has issued Resolution No. 93/NQ-CP dated July 28, 2022 to remove obstacles in handing over defense land for project implementation, the investor has not yet received site for construction works.
“This situation will definitely negatively affect the progress of the project,” Mr. Canh said and suggested the Investor, the Tan Binh District Compensation and Site Clearance Council, the Air Defense Force… strengthen coordination, develop the most effective plans and solutions to implement the key contents of Resolution No. 93.
For the dossier that has been appraised and ensured the legal basis, it is recommended that the Tan Binh district compensation council submit it to the competent authorities for approval, ensuring the basis for the investor to fulfill its financial obligations (phase 1) , creating conditions for military units to perform training missions, ready to fight.
