The COVID-19 pandemic has posed unprecedented challenges globally and has had a significant impact on the international air transport sector in general and Vietnam in particular. Up to now, when the COVID-19 vaccine is being deployed, the speed of vaccine distribution and transportation is one of the important factors to contribute to effectively combating the pandemic.
As recommended by ICAO, regulatory agencies around the world need to take special steps to ensure that the COVID-19 vaccine is effectively and safely distributed to support global recovery efforts. Currently, the FAA, EUROCONTROL and IATA have published and implemented guidelines/procedures for the transport of COVID-19 vaccines.
With the Government’s policy to encourage the import of COVID-19 vaccines, in the coming time the number of flights transporting vaccines to and through Vietnam will increase. In order to ensure the provision of flight operations assurance services for safe and effective vaccine transport flights, the Vietnam Flight Management Corporation has proactively requested the Civil Aviation Authority of Vietnam (HKVN) on the following contents. after:
1. Allowing to establish priority of landing for flights transporting COVID-19 vaccines to shorten transportation time and ensure vaccine quality;
2. To identify flights carrying COVID-19 vaccines, ask airlines to fill out their air traffic plan (FPL) “RMK/VACCINE” to indicate that the flight is transporting the vaccine. Because the COVID-19 vaccine is a high-value item and the transportation process has potential risks due to the large quantity of dry ice attached, identification of the flight that is transporting the vaccine is necessary for facilities to providing flight operations assurance services that can focus on ensuring absolute safety for these flights;
3. In special cases, when receiving a request from the flight crew of the vaccine transport flight to fly off in order to shorten the flight time and ensure the safety of the flight, allow the flight operator to operate in accordance with the regulations. short flight plan, shortening flight path if ensuring synergies and flight safety.
Due to the urgency of identifying and prioritizing air traffic for flights transporting COVID-19 vaccines, the Civil Aviation Administration of Vietnam has issued a document directing the Vietnam Flight Management Corporation to create favorable conditions for the aviation industry. The flight operator and the Airports Corporation of Vietnam will arrange infrastructure to create the most favorable conditions for flights to transport COVID-19 vaccines.
